We enclose for your information copies of letters dated 3rd and 8th February from our Hong Kong office,

addressed to us and to the Colonial Secretary respectively.

Our Hong Kong people also seem to be definitely of the opinion that the Hong Kong Government's present plans to implement its Order in Council of December 5th, 1932,

are doomed to failure at the outset, which can hardly

fail to become evident to the Government before long.
